Tourist invitations are issued on travel agency’s letterheads. Each of them consists of a tourist voucher and tourist invitation confirmation.
Information about company issued an invitation is displayed in the tourist invitation letter as well as an information about Libyan citizen preparing his travelling to Russia. Also this document must contain names of cities which Libyan citizen wants to visit and number of entries. Obtaining tourist invitation does not guarantee issuing the visa because Libya is in the list of High Migration Risk countries.

Russian private (homestay) visa for Libyan citizens
If Libyan citizen wants to visit his friends or relatives from Russia, he need to make a request to Russian embassy for homestay visa. But at first a homestay invitation must be sent to him from Russia. It could be done by individual or legal entity.
Individual living in the Russian Federation who wants to invite Libyan citizen must contact Federal Migration Service section to apply for homestay invitation letter and submit a visa application form with list of documents (copy of individual’s passport, his guest’s copy of passport, individual’s incoming statement, guarantee letter, stamp duty payment receipt and others). Guarantee letter is a document in which individual who invites a foreigner undertakes to provide an accommodation and all necessary things for the whole period of Libyan citizen’s stay in Russia.

If a person living in Russia invites Libyan citizen, he becomes responsible to watch over his guest in case he does not break visa regime. If a foreigner does not leave Russia after the end of his visa duration, then all expenses for his deportation will be on inviting person. Libya is in the list of High Migration Risk countries; it means that a person invited Libyan citizen will pass an interview with FMS officer. All documents submitted for the homestay invitation letter will be consider for up to 30 days.
A legal entity also can invite Libyan citizen to Russia. It is able to get an invitation at FMS after submitting an appropriate petition and necessary documents. This petition considers for 17 days.
If there is a positive resolution, homestay invitation letter will be issued on state sample letterhead. Sometimes there is a negative resolution, in this case refusal reasons specifies in written form.
Homestay visas usually issues to the owners of homestay invitation letters for the period indicated in the invitation but it cannot exceed 90 days. Homestay visa may be for single or double entrance.

Only those legal entities which are accredited in FMS or Consulate department of the Ministry of foreign affairs have a right to issue an invitation in the letter from organization form. These invitations have the form of a petition from legal entity to Russian embassy employees about business visa issuance for Libyan citizen.
In order to issue business invitation on the state sample letterheads, legal entity must apply for it using appropriate application. It will cause a verification. If some visa regime violation detects, the issuance of invitation on the FMS’s letterhead will be denied. If there are no reasons to refuse the issuance, invitation will be given on the special letterhead protected from falsification with its own unique number.
Invitation letter through Telex is an order to issue business visa to Libyan citizen sent through special communication channel from the Ministry of foreign affairs of Russian Federation to Russian embassy. The usability of Telex is that inviting party does not need to send anything to invited citizen, they just need to give him a number of Telex.

Russian work visa for Libyan citizens
In order to obtain work visa, Libyan citizen need to find an employer in Russia, who will take care about issuance of all documents. This company must have a permit from government to hire employees from abroad.

Russian Electronic Visa from Libya
An electronic visa (hereinafter referred to as "e-visa") is a new type of a visa document. A visa invitation to Russia is not required for obtaining an e-visa. To obtain an e-visa to Russia use our “E-visa to Russia” service.
An e-visa can be only single-entry. The permitted stay in Russia on an e-visa is up to 8 days from the date of entry within its validity period.
The validity period and/ or permitted stay on an e-visa cannot be extended. To obtain an e-visa a foreign citizen needs a digital passport photo and a completed application form containing full and valid data at the official website of the Ministry of Foreign Affairs of the Russian Federation.
