  1. Invitation.

If you plan to visit the Russian Federation for sightseeing and leisure, you need a tourist visa. The invitation for this visa is issued by tour operators from the federal register that have their own reference number [1].

Step-by-step instructions for applying for a Russian visa

The format of the invitation may vary, but the document must include the details and reference number of the travel company, as well as the passport details of the Pakistani citizen. The tourist invitation must state the travel dates and number of entries, and it must also specify the planned itinerary (the cities the foreign citizen will visit) and places of accommodation.

Visa application for a Russian visa

For Pakistani citizens, a tourist invitation is issued only for specific travel dates. Before it is issued, the following must be provided:

  • passport copy;
  • fully prepaid hotel accommodation for the entire duration of the trip;

Business visa for Russia for Pakistani citizens

A business visa is intended for trips involving negotiations, business meetings, conferences and other commercial events. It may be single-entry, double-entry or multiple-entry. As a general rule, business visas may be issued for up to 1 year. To obtain one, a business invitation from the host party in Russia is required.

A business invitation may be issued on the inviting organization’s letterhead, on a state-issued form, or as a telex instruction. Only an accredited organization may issue an invitation on its own letterhead; this usually takes 1 day. A business invitation on a state-issued form takes longer; it is issued based on an application from the inviting party. A telex invitation is an instruction from the Russian Ministry of Foreign Affairs to a Russian embassy abroad. If a telex invitation is issued, the Pakistani citizen usually only needs to provide its number at the embassy.

MVD invitation for a Russian visa

At present, our company does not issue MVD business invitations for Pakistani citizens due to the temporary suspension of document acceptance by government authorities.

A business visa based on a business invitation may be issued with a validity period of up to 1 year.

If the purpose of the trip is genuinely tourism, a tourist visa must be obtained and documents confirming tourism must be provided. A tourist invitation cannot be used for a business, work or other purpose: a mismatch in the purpose of visit may lead to a visa refusal and problems at entry.

Private visa for Russia for Pakistani citizens

To visit relatives or friends, Pakistani citizens should formally apply for a private visa. The inviting party must issue a private invitation for the foreign citizen in accordance with Russian law. The inviting party may be a Russian citizen or a foreigner with a residence permit. In practice, however, this option is not always convenient: here is why a private visa may not be worth using.

Validity period of a private visa

A private visa may be single-entry, double-entry or multiple-entry. Single- and double-entry private visas may be issued for up to 3 months, and multiple-entry visas for up to 1 year.

Obtaining a private visa by invitation

If a Pakistani citizen is invited to the Russian Federation by a private individual, the inviting person must contact the GUVM MVD office at their place of registration. If the invitation is issued by a company, the application is submitted to the GUVM MVD office at the place where that company is accredited.

The invitation is issued on an MVD form in paper or electronic format with an individual number. Processing takes up to 30 days: during this time, checks are carried out for criminal records, visa violations and administrative offences. If a Pakistani citizen violated Russian law during previous trips, the invitation will be refused.

Obtaining a private visa based on a close relative’s statement

Since September 2021, Pakistani citizens who are close relatives of Russian citizens may apply for a one-year private visa based on a written statement from a Russian citizen about the entry of their close relative into Russia.

Attention! Only close relatives of the foreign citizen may petition for the issuance of a multiple-entry private visa.

Who qualifies as a close relative:

  • parents;
  • spouses;
  • children;
  • children’s spouses;
  • full and half brothers and sisters;
  • adoptive parents and adopted children;
  • grandchildren;
  • grandparents.

The statement must be submitted by the Russian citizen in person to the Consular Section of Russia in Pakistan. If the applicant is in the Russian Federation, the original notarized statement will be required to obtain the visa. It is also necessary to provide the original or a notarized copy of a document confirming close kinship (birth certificate, marriage certificate, etc.) that is recognized as valid in Russia.

Important! To obtain a multiple-entry private visa for a period exceeding three months, Pakistani citizens must also provide an HIV-negative certificate. This requirement does not apply to spouses, children and parents of Russian citizens.

Private visa for special cases

In exceptional circumstances, a private visa for Russia may be issued without an invitation – based on a decision of the Ambassador or Consul of the Russian Federation in Pakistan following a written application from the foreign citizen. A private visa for special cases may be issued to a Pakistani citizen who needs to urgently enter Russia due to the serious illness or death of a close relative, or for the purpose of receiving urgent medical treatment in the Russian Federation. The need for urgent entry must be confirmed with documents.

Work visa for Russia for Pakistani citizens

A Pakistani citizen needs a work visa to work legally in Russia. A work visa should not be confused with a business visa – only a work visa allows official employment and receipt of a salary. A work visa also requires an HIV-negative certificate valid for 3 months. The passport must be valid for at least one and a half years from the visa start date.

The invitation for a work visa is issued by the employer that plans to hire the Pakistani citizen. This is a complex and lengthy procedure that includes several stages:

  1. Obtaining a work permit (handled by the employer company).
  2. Issuing an invitation for a 90-day work visa.
  3. Registering the foreign citizen for migration purposes upon arrival in Russia.
  4. Extending the work visa for the full term of the work permit.
  5. Registering the foreigner for migration purposes for the full term of the visa.

The maximum period for which a work visa may be issued is three years (for highly qualified specialists), and unlike a business visa, a work visa allows foreigners to stay in Russia throughout its entire validity period. In addition, a work visa can be extended without leaving the country.

As a rule, a Russian visa cannot be extended simply to continue a trip. Pakistani citizens must leave Russia before the visa expires and, if necessary, apply for a new visa in advance.

Extending a visa during a stay in Russia is possible only in certain cases provided by the rules: for example, if the foreign citizen cannot leave Russia because of the need for emergency medical treatment, serious illness, or the death of a close relative residing in the Russian Federation. In some cases, a visa may also be extended for no more than 3 days if this is necessary to leave Russia.

You should:

  1. Clarify the reason for the refusal – request a written explanation from the consulate if it was not provided automatically. At the same time, keep in mind that the consulate has the right to refuse without giving reasons, and a request for clarification may also be rejected.
  2. Correct any mistakes – recheck the documents (application form, invitation, passport validity) and submit the application again after correcting the deficiencies.
  3. File an appeal – challenge the refusal through the consulate or court if it is unjustified, with the help of lawyers or the inviting party.

For complex cases (for example, an entry ban), consultation with an immigration lawyer may be required.
