Do Turkish citizens need a visa for Russia?

Yes. Since August 1, 2023, Turkish citizens have been eligible for the unified single-entry electronic visa (e-visa), which is valid for 120 days, allows a stay of up to 30 days and is issued online within four days. For longer trips, a regular visa can be obtained through a consulate.

How can Turkish citizens apply for a Russian visa?

Step 1. Get an invitation

To apply for a Russian visa, Turkish citizens must first obtain an official invitation. The type of invitation depends on the purpose of the visit: for a tourist trip, it is issued by a Russian tour operator or confirmed hotel; for a business visit, by the host Russian company. For a private visit, the invitation is arranged by a Russian citizen; in some cases, notarization is required. In other cases, a private invitation is issued through the Russian Ministry of Internal Affairs. For work or study trips, the invitation documents are prepared by the employer or educational institution.

Step 2. Submit documents

Documents for a Russian visa may be submitted through one of the following options:

  1. Through a Russian visa center:
    • Online appointment booking;
    • the option to submit documents by mail;
    • a preliminary check of the document package;
    • online application status tracking.
  2. Through a Russian consulate:
    • by appointment only;
    • a limited number of appointment slots per day;
    • recommended for complex cases, including work and study visas.

Step 3. Receive the passport with the visa

Once the visa application has been approved, the passport can be collected in person at the visa center, by an authorized representative with a notarized power of attorney, or by courier if this service was ordered when the documents were submitted.

Before travelling to Russia, carefully check all visa details: the passport information must match the original passport, the validity period and number of entries must cover the planned travel dates, and the visa category must match the purpose of the visit.

We recommend starting the process 4–6 weeks before the trip, but no earlier than 90 days before the planned entry date. It is also advisable to arrange medical insurance covering the entire period of stay. For smooth handling of visa matters, we recommend contacting the official visa center. This helps ensure that you receive accurate information and avoid possible difficulties.

For most tourist and business trips, submitting documents through a visa center remains the most convenient option.

Tourist visa for Russia for Turkish citizens

Turkish citizens who plan to visit Russia for leisure and sightseeing must obtain a tourist visa. An ordinary tourist visa may be single-entry or double-entry and is issued for up to 3 months, or multiple-entry and valid for up to 6 months. The total period of stay of a foreign citizen in the Russian Federation on a multiple-entry tourist visa must not exceed 90 days within each 180-day period.

Step-by-step guide to applying for a visa for Russia

To apply for a tourist visa, Turkish citizens need the relevant visa invitation.

Sample tourist invitation for citizens of Turkey

Such an invitation may be issued by:

  1. a travel company included in the Unified Register of Tour Operators and holding an individual reference number [1];
  2. a hotel, lodging facility or other accommodation facility included in the Unified List of Classified Hotels, Ski Slopes and Beaches.

Visa invitation for Russia from a tour operator

A tourist invitation consists of a tourist voucher and confirmation of tourist acceptance, is issued on the letterhead of an accredited tour operator, and is certified by the signature of the head of the travel company and the organisation's seal. The tourist invitation must contain the following details:

  • reference number and name of the travel company (visa sponsor);
  • full name of the foreign citizen and passport details;
  • purpose of the trip;
  • travel dates;
  • number of visa entries (single-entry, double-entry or multiple-entry);
  • cities the tourist plans to visit;
  • accommodation details (hotel name and address).

Important: tourist invitations and tourist visas are intended for foreign citizens who will stay in hotels or rented accommodation (not at the private address of a relative, friend, etc.). A private address cannot be indicated in the invitation, because this implies obtaining a private visa rather than a tourist visa.

To issue a tourist invitation for Turkish citizens, additional documents confirming the purpose of visit (tourism) must be provided:

  • a copy of the Turkish citizen’s passport;
  • confirmation of hotel booking for the entire period of stay in Russia;
  • air tickets or another confirmation of the travel route.

Our travel company maintains a high visa approval rate based on the visa support it issues and ensures that all supporting documents are sufficient and meet the consular requirements for the declared visa category, as well as the actual purpose of visit and intentions of the foreigner travelling to the Russian Federation.

Important! When reviewing tourist visa applications, the consular office has the right to request additional documents confirming the purpose of visit and accommodation, and to verify information about the places of stay indicated in the tourist invitation. A mismatch between the actual and declared purpose may lead to refusal of the visa and a ban on entry to the Russian Federation.

Processing time for a tourist invitation for Turkish citizens is 1–2 business days after payment and submission of documents.

Visa invitation for Russia from hotels or other accommodation facilities

Since March 5, 2023, Turkish citizens have been able to apply for an ordinary tourist visa to the Russian Federation based on confirmed accommodation booking – a hotel or other accommodation facility included in the Unified Register of Classified Facilities. Such a visa may be single-entry or double-entry for up to three months, or multiple-entry for up to six months, while its validity period is strictly limited to the period specified in the booking.

Why we do not recommend using a hotel invitation:

  • To obtain a tourist visa, an officially issued invitation from the hotel must be submitted, including its registration number, not just an accommodation booking. However, many hotels do not want to take responsibility for issuing this document or do not know how to issue it correctly, which significantly complicates the process.
  • Only hotels registered in the relevant register are suitable for visa processing – many establishments do not have accreditation, which greatly reduces the available choice.
  • Many consulates, including those in Turkey, often refuse to accept tourist invitations from hotels, making it virtually impossible to obtain a multiple-entry visa on this basis.
  • If you plan to visit several cities, you will need to request an invitation from each hotel along the route, and it is important that the dates in the invitations continuously cover the entire trip period.
  • When a visa is issued based on an invitation from a hotel, registration (migration registration) can only be carried out by the hotel that issued the invitation.

Important: when a tourist visa is issued based on accommodation booking confirmation, the migration registration of the foreign tourist is carried out by the hotel that issued this confirmation. If the foreign citizen cancels the booking and, as a result, the hotel does not send a registration notification to the Russian Ministry of Internal Affairs, such a visa may be annulled. The foreigner may be held administratively liable for violating the rules of stay, up to refusal of entry to the Russian Federation, according to Article 27 of Federal Law No. 114-FZ of August 15, 1996 «On the Procedure for Exit from the Russian Federation and Entry into the Russian Federation» [3].

Private visa for Russia for Turkish citizens

If a Turkish citizen plans to visit Russia to meet relatives or friends, they must apply for a private visa for the Russian Federation. The inviting party must arrange a guest invitation or statement.

A private Russian visa for Turkish citizens may be single-entry, double-entry or multiple-entry. It is issued for up to one year and allows the holder to stay in Russia throughout the entire validity period of the visa without leaving the Russian Federation.

There are two options for obtaining a private visa: by invitation or by a statement from a close relative.

Obtaining a private visa by invitation

A foreigner can be invited to the Russian Federation by either an individual or a legal entity. For this, an individual must apply to the Russian Ministry of Internal Affairs at the place of their registration, while a legal entity must apply to the Ministry of Internal Affairs at the place of its accreditation. Invitations for a private visa to the Russian Federation for citizens of Turkey are issued on an MIA form with an individual number. It indicates the details of the Turkish citizen and the inviting party, as well as information about the requested visa – validity period and number of entries. Issuing the invitation takes some time, and if during previous trips to the Russian Federation the Turkish citizen violated Russian law, the document will be refused.

Attention! The validity period of a private visa for a Turkish citizen issued by invitation is a maximum of 90 days with single or double entry.

Obtaining a private visa by statement from a close relative

Since September 2021, Turkish citizens who are close relatives of Russian citizens have been able to obtain a multiple-entry private visa based on a written statement by a citizen of the Russian Federation on the entry of their close relative into Russia.

A visa under such a statement can be issued for parents, spouses, children, spouses of children, brothers and sisters, adoptive parents and adopted children, grandchildren, grandfathers and grandmothers of citizens of the Russian Federation, i.e. only for close relatives of the Turkish citizen.

If the Russian citizen is in Russia, they will need to notarize the statement with a Russian notary and send the original to their close relative in Turkey.

If the Russian citizen is in Turkey, they will need to submit such a statement in person to a consular office of the Russian Federation in Turkey.

In addition to the statement, the original or a notarized copy of the document confirming close kinship (marriage certificate, birth certificate) must also be provided for visa processing. If the marriage was not concluded in the territory of the Russian Federation or the birth certificate was not issued in the Russian Federation, the document must be apostilled and translated into Russian with notarization.

Important! The surname of the Russian citizen in passports and documents confirming kinship must match.

Attention! To apply for a visa valid for more than 90 days based on a close relative’s statement, an HIV-negative certificate will also be required (the certificate must be issued no later than 3 months before the date of visa application). It is not required for spouses, children and parents of Russian citizens.

At present, we recommend applying for a private visa, because the document requirements for other visa categories are not suitable for all categories of applicants. A private invitation is issued through the Main Directorate for Migration of the Russian Ministry of Internal Affairs at the place of registration of the host party.

Work visa for Russia for Turkish citizens

To obtain a work visa, a Turkish citizen needs support from an employer in the Russian Federation. The employer must arrange a work permit, then an invitation for a work visa valid for up to 90 days, then register the Turkish citizen for migration purposes after their arrival in Russia; after that, the visa is extended for the full contract period and the foreigner is registered for the entire visa validity period. A work visa can be extended in the territory of the Russian Federation without the foreigner leaving the country.

Important! Such an invitation is issued exclusively by the employer. Read more in the article: how to manage without a work visa while staying in Russia for up to three years.

Validity period of a Russian work visa for Turkish citizens

  • The initial work visa is issued as a single-entry visa for up to 90 days.
  • After arrival in Russia, it can be extended and replaced with a multiple-entry visa valid for up to one year.

  • family members of HQS accompanying them on the trip to Russia;
  • participants in investment projects sent to work in the Far Eastern Federal District or the Free Port of Vladivostok.

How Turkish citizens can obtain a Russian work visa

  1. Work permit processing. The employer obtains a work permit for the Turkish citizen.
  2. Visa invitation processing. Based on the work permit, the company arranges an invitation for the initial work visa valid for up to 90 days.
  3. Visa application submission. The Turkish citizen submits the visa application to a Russian consulate. The standard review period is up to 10 business days; urgent processing is possible in 3 days or less.
  4. Entry into Russia and migration registration.
  5. Visa extension. After arrival in Russia, the employer applies for a visa extension for the validity period of the work permit (up to 1 year, or up to 3 years for highly qualified specialists).
  6. Extension of migration registration for the entire visa validity period.
