Russian Business Visa. Requirements, Cost

Foreign citizens generally need a business visa for business-purpose trips to Russia, including negotiations, meetings with partners, conferences, other business events and contract signing. A business visa should not be confused with a work visa: it is intended for business visits and does not allow official employment, study or permanent residence in Russia. A Russian business visa is issued as a sticker in the passport and shows its validity period, number of entries, purpose of travel, passport details and inviting party. However, not every foreign citizen needs a visa: citizens of some countries may enter Russia visa-free. The conditions, including the permitted length of stay and entry procedure, depend on the traveler’s citizenship and the relevant international agreement.

Citizens of certain countries may also use the simplified entry format of a unified electronic visa (e-visa). It can be issued for a business visit if the established conditions are met.

To apply for a Russian business visa, you must first obtain a business invitation from Russia. The invitation is issued by the host party, usually an accredited organization.

After receiving the invitation, you need to prepare the remaining documents, submit them to a Russian consular office and pay the consular fee. The standard package usually includes a visa application form, passport and photo, although requirements may vary by consulate.

The invitation format and the maximum possible visa validity period depend on the applicant’s citizenship and the requirements of the specific consulate. In some cases, the consulate may request additional documents, such as a guarantee letter from the inviting party.

Ways to apply for a business visa for Russia

Submission options depend on the country of application and the procedure of the specific consulate.

1. Through a visa center.
   In many countries, documents are submitted through a visa center: the staff check the document package and forward it to the consulate, where the final visa decision is made.
2. Directly through a consulate.
   In some countries, documents can be submitted directly to a Russian consulate. An appointment is usually required.
3. Through an agency.
   In some cases, an agency can help prepare and submit documents, depending on the country and the available submission channels.

Below is a general list of documents required in most cases when applying for a business visa. Specific requirements may vary slightly depending on the country of application and the consulate.

1. Basis for visa issuance (business invitation).
   One of the following documents usually serves as the basis for the visa: an invitation to enter the Russian Federation issued by the Russian Ministry of Internal Affairs; a telex or petition from the Russian Ministry of Foreign Affairs; or a written request from the host organization on official letterhead (“direct invitation”). The invitation or request states the applicant’s details, purpose and dates of the trip, and the number of entries.
2. Passport.
   The passport must be valid, contain at least two blank visa pages and, as a rule, remain valid for at least six months after the visa expiry date.
3. Copy of the passport (may be required).
   Some visa centers/consulates require a copy of the passport page(s) with personal data, and sometimes also the address page.
4. Visa application form.
   The form is completed on the visa.kdmid.ru website, then printed and personally signed by the applicant. It can usually be completed in Russian or English, and sometimes in the language of the country of application.
5. Photo.
   A color photo of the required size (usually 3.5 × 4.5 cm) on a light background, meeting the requirements of the consulate/visa center.
6. Medical insurance (often required).
   Many countries require proof of medical insurance valid in the Russian Federation for the entire trip. For a multiple-entry visa, some consulates may allow the policy to cover the first entry only. Requirements for the policy content and minimum coverage depend on the country of application and the consulate.
7. Proof of legal stay in the country of application (if necessary).
   If the application is submitted outside the applicant’s country of citizenship, a document confirming the right to long-term stay in the country of application may be required, such as a residence permit or long-term visa.
8. Proof of financial solvency / employment (upon consulate request).
   In some cases, documents such as a bank statement, employer letter, employment contract, student document or similar evidence may be requested. Some countries may also ask for additional proof of intent to return, such as confirmation of employment or business registration.

Additional documents in specific cases

• Submission on behalf of another person / group submission (may be required).
  Sometimes a power of attorney for submission and consent to personal data processing are required under visa center rules.
• Business visa category «crew member» (if applicable).
  This category may require a separate set of documents, such as a guarantee letter from a shipping agent, seafarer contract, employment confirmation, seafarer’s identity document, air tickets and other documents required by the consulate.

The consulate may also request additional documents, schedule an interview or extend the application review period.

To obtain a business visa, you will need a business invitation for Russia. As a rule, it is issued by the host party: a Russian legal entity or accredited organization inviting the foreign citizen.

A business invitation can be issued in the following formats; the specific option depends on the applicant’s citizenship and the consulate’s requirements:

• electronic invitation from the Ministry of Internal Affairs;
• letter from an organization;
• telex.

Electronic invitation from the Ministry of Internal Affairs is issued by migration divisions of the territorial bodies of the Russian Ministry of Internal Affairs based on a petition from an accredited organization. This invitation is sent digitally to the database of the Russian consulate specified when the document is issued, and the applicant receives a printable copy of the invitation by email. A printed copy is usually enough for visa submission, since there is no paper “original”.

The processing time for an electronic invitation is regulated by the Ministry of Internal Affairs and depends on the applicant’s country and visa category. In practice, it often takes several weeks.

An electronic invitation usually includes:

• passport details of the foreign citizen;
• purpose and dates of the trip;
• information about the inviting organization;
• invitation number and issue date.

Invitation on company letterhead (invitation letter) – a petition letter from a Russian organization requesting that a visa be issued to a foreign citizen, addressed to a Russian consular office. It is prepared on company letterhead, signed by an authorized person and, as a rule, stamped. The applicant usually receives a paper copy, but some consulates may require the original for submission; this depends on the country of application and the requested visa type.

Telex – a visa instruction sent by the Ministry of Foreign Affairs of the Russian Federation to a Russian consular office through internal communication channels. In this case, the foreign citizen usually does not need a paper invitation: it is enough to provide the telex number (visa instruction number) given by the inviting party. A telex and an “original” invitation are different formats.

When choosing the invitation format, keep in mind that in some cases a letter from an organization is sufficient, while in others a telex or electronic invitation from the Ministry of Internal Affairs may be required. The validity period of a business visa depends on the visa type, the rules of the specific consulate and any applicable international agreements. As a rule, a business visa may be single-entry or double-entry, usually valid for up to 90 days, or multiple-entry, usually valid for up to one year, unless an international treaty with the Russian Federation provides otherwise.

These periods define the maximum possible validity period for this visa category. The actual visa validity is determined by the entry and exit dates indicated in the business invitation and, as a rule, cannot be changed or extended inside the Russian Federation.

Important: under a multiple-entry business visa, the total stay of a foreign citizen in the Russian Federation must not exceed 90 days in each 180-day period (from the visa start date). Violating this rule may result in restrictions on future entries to Russia.

The consular fee for a business visa for Russia is determined by the official tariffs of consular offices and depends on the applicant’s citizenship, the number of entries and the urgency of processing. Tariffs are set in accordance with current interstate agreements.

The exact consular fee is confirmed when documents are submitted and may vary depending on the country where the application is filed and the selected processing time.

When documents are submitted through a visa center, an additional visa center service fee is charged. This fee covers the acceptance and processing of documents and is separate from the consular fee; its amount is set by the visa center.

Purposes of travel to Russia under a business visa may vary. A foreign citizen with a business visa may enter the Russian Federation for the following purposes:

• business (developing business relations, studying the market for goods and services, participating in negotiations);
• commercial (extending contracts, concluding agreements, visiting exhibitions and auctions);
• as a crew member (railway crews, river or sea vessels, flights);
• as a passenger or freight transport driver;
• as an accompanying family member of a person holding a business visa (applies to minor children).
