Such invitations are issued by travel agencies on their own letterheads because their appearance does not set by the law. Herewith, every such invitation must be of a tourist voucher and a tourist invitation confirmation. In the tourist invitation must be an information about a travel agency which has issued it and a complete personal data of a foreign tourist. Besides that, in this document must be names of Russian cities, which tourist wants to visit, dates of arrival and departure to Russia and also number of entries.
Travel agency’s employees issuing a tourist invitation to a Tunisian citizen do not perform any checks, that’s why in the Russian embassy you may not obtain a tourist visa only on the basis of a tourist invitation. He should probably need a medical insurance, a hotel booking, air tickets and other documents.

Russian private (homestay) visa for Tunisian citizens
If a Tunisian citizen is going to visit his relatives living in Russia, he needs to apply for a homestay visa in the Russian embassy. For doing this he will need a homestay invitation letter. An issuance of such invitations is on those who invites him to Russia.
If it is an individual, he needs to contact the Federal Migration Service section on his residence’s administrative unit. Among documents, which are needed for an issuance of an invitation, must be copies of invited and inviting persons’ passports, an incoming statement, a receipt of state duty payment and a guarantee letter. In the guarantee letter, a person, who invites a foreigner, commits to provide to a foreign guest everything he needs for the living during the whole period of his stay in the Russian Federation under a homestay visa. If a Tunisian citizen somehow violates the visa regime, then all expenses for his deportation will be on the inviting party. It takes 30 days to issue private invitation properly. Tunisia is in the List of High Migration Risk countries, that’s why a decision to issue an invitation or to refuse it, will be considered after an interview with FMS officer and a person who invites a foreigner.

A legal entity also can invite a Tunisian citizen to Russia. In doing so, it is needed to make a request to FMS and submit a list of necessary documents for an issuance of a private invitation letter. In this case it takes 17 work days to issue an invitation.
Private invitations are issued on the state sample letterheads which are protected from a counterfeit. FMS employees have a right to refuse an issuance of a private invitation letter. In this case, reasons of a refusal must be indicated in a written form.
Private visa issues for the period from 1 to 90 days. They are for single and double entries.

If a Tunisian citizen has not been deported from Russia before and has not violated a visa regime and there are no other reasons to refuse, a business invitation issues on the state sample letterhead with a personal number, which is protected from a counterfeit.
Telex invitation is an order, which sends through a special communication channel from the Ministry of foreign affairs to the Russian embassy located in Tunisia to issue a business visa to a certain foreigner. Such type of an invitation is convenient because it has no paper form, but it is row of a numbers, which just should be sent to an invited person.

Russian work visa for Tunisian citizens
If Tunisian citizen decides to go to the Russian Federation to work, he needs to apply for a work visa in the Russian embassy. An employer company, which must possess a permission to hire foreigners, must help him in doing so.

Russian Electronic Visa from Tunisia
An electronic visa (hereinafter referred to as "e-visa") is a new type of a visa document. A visa invitation to Russia is not required for obtaining an e-visa. To obtain an e-visa to Russia use our “E-visa to Russia” service.
An e-visa can be only single-entry. The permitted stay in Russia on an e-visa is up to 8 days from the date of entry within its validity period.
The validity period and/ or permitted stay on an e-visa cannot be extended. To obtain an e-visa a foreign citizen needs a digital passport photo and a completed application form containing full and valid data at the official website of the Ministry of Foreign Affairs of the Russian Federation.
