Russian Tourist Visa Requirements for Qatari Citizens

Qatari citizens who wish to travel to Russia for tourism and leisure purposes must have a tourist visa stamped in their passports at the Russian Embassy. Applicants are invited to submit a set of required documents, including a visa support letter (invitation letter). An invitation letter is a document that can be requested from any travel company authorized by the Russian Federal Register of Tour Operators to offer this service and assigned with a unique reference number by this authority.

Tourist visa invitation letters are usually printed on the travel agency's letterheads, since no regulations exist regarding the design of this document. Any invitation letter made by a travel agency must consist of a tourist voucher and a tourist confirmation. It normally takes about an hour to arrange this document.

Each letter must contain the following information: the travel company's registered name, its legal address, its reference number and the Qatar citizen's personal data. Also, it is necessary to indicate all the cities the traveler intends to visit, the intended dates of travel and the number of entries the traveler requests.

Usually, a tourist visa is valid for the period indicated in the invitation, however its validity period cannot exceed 30 days. Tourist visas can be single- or double-entry.

Russian Private (Visitor) Visa Requirements for Qatari Citizens

Any citizen of Qatar who intends to visit a relative or a friend in Russia needs to apply for a private visa to the Russian Embassy. To get this type of visa, a special invitation is needed. The inviting party should assist in obtaining it. It can be a natural or a legal person who arranges a private visa invitation for the foreigner. 

If it's a legal person who is requesting an invitation, he/she must apply at a local FMS office and submit a package of relevant documents. The application will be reviewed within a maximum of 17 working days.

If it's an individual who applies for a visa invitation, he/she will also need to contact the FMS officials. A complete set of documents, including a letter of guarantee, must be submitted with the application. The inviting person must state in the letter of guarantee that he/she will accommodate and financially support the visitor during his/her stay in Russia. He/she will also have to come to the FMS office for an interview with an authorized official. This is because Qatar is officially considered a high migration risk country by the Russian authorities. Application review can take up 1 month.

Not all applicants qualify for a visa invitation. If refused, a written statement with reasons will be issued. If granted, the invitation will be issued on a special highly protected form.

Private visa can be issued for a period not exceeding 90 days. This type of visa can be single-entry or double-entry.

Russian Business (Commercial) Visa Requirements for Qatari Citizens

Russian business visa is designed for those foreign citizens, including Qatari nationals, who intend to visit Russia on business. To obtain this type of visa, a special kind of invitation must be prepared. Any Russian company is entitled to arrange invitations for foreigners.

The business visa invitation letter can be obtained by either of these ways:

Any company wishing to make a letter of invitation must be authorized by the Russian authorities to do so. This type of invitation is essentially a letter that serves as a request to grant a visa to the citizen of Qatar in question.

To arrange an invitation for a business visa issued by the FMS on the approved form, the inviting company must lodge an application at the FMS. The citizen of Qatar will be checked to reveal any past records of deportation or unpaid fines, if no offense was found an invitation for a business visa shall be issued.

Telex invitation is considered to be the most convenient way to make a business visa invitation. Telex is a special secure communication channel between the Ministry of Foreign Affairs and the Russian Embassies located abroad. If this method is used, a directive to grant a business visa to the person concerned will be sent via this channel.

The inviting party must inform the Qatari citizen about the Telex number assigned for his/her application, he/she will then have to provide this number at the Russian Embassy.

Business visas are normally issued for a maximum of 1 year. They can be single-, double- or multiple-entry.

Russian Work Visa Requirements for Qatari Citizens

Russian Electronic Visa from Qatar

An electronic visa (hereinafter referred to as "e-visa") is a new type of a visa document. A visa invitation to Russia is not required for obtaining an e-visa. To obtain an e-visa to Russia use our “E-visa to Russia” service.

An e-visa can be only single-entry. The permitted stay in Russia on an e-visa is up to 8 days from the date of entry within its validity period.

The validity period and/ or permitted stay on an e-visa cannot be extended. To obtain an e-visa a foreign citizen needs a digital passport photo and a completed application form containing full and valid data at the official website of the Ministry of Foreign Affairs of the Russian Federation.
